Skills
Define one module responsibility, supported provider versions, and resource boundaries. Declare typed inputs, defaults, validation, outputs, and dependencies; provide minimal and common examples, pin versions, and maintain README/change notes. Run fmt, validate, and plan to inspect the graph and destructive changes. Review sensitive outputs, state handling, and provider differences before release; a plan is not an applied deployment.

- Needs Terraform CLI, provider docs, and a test account/isolated environment; do not apply from an unknown workspace.

- May inspect modules and draft HCL/plans; plans can read cloud state and apply can create/delete billable resources, requiring explicit approval.
Limitations
Terraform state can contain secrets; keep it protected and review drift/cost before any apply.
