Azure Prepare: write and approve the plan before IaC
Prepare Azure configuration and infrastructure for azd-selected projects; it does not deploy.
Skills
Confirm that the user explicitly chose azd or the repository already contains `azure.yaml`; otherwise route elsewhere. First create a `.azure/deployment-plan.md` skeleton at the workspace root. Gather subscription, region, network, identity, budget, and service requirements, complete the plan, present it, and obtain approval. Then read applicable Azure specialist skills and references and follow context/destructive-action rules before generating `azure.yaml`, Bicep/Terraform, or container files. Do not use template `azd init -t` in an existing project. SQL Server Bicep must omit administrator passwords and use Entra-only authentication. Run azure-validate afterward; `azd up`/`terraform apply` belong to a separate deployment workflow.
Permissions
Prerequisites
- Prepare an Azure app with azd only when explicitly requested or an existing `azure.yaml` selects it.
- First create `.azure/deployment-plan.md`, complete the plan, and confirm subscription/location.
Permissions
- May write a plan, `azure.yaml`, Bicep/Terraform, Dockerfiles, and configuration into the repository.
- Scaffolding changes workspace files; deployment belongs to a separate workflow.
Limitations
Present the plan and wait for approval before generating files. Never blindly run `azd init -t` in an existing project; SQL Server Bicep requires Entra-only auth.
